Freedom of Information Act (FOIA) Requests - CFO

It is the policy of the Office of the Chief Financial Officer to make existing agency records available to the public that are disclosable and not subject to exemption under District and federal law. Please note that FOIA does not require the agency to provide documents already made publicly available through other means.

The FOIA Officer is the principal contact point within CFO for advice and policy guidance on matters pertaining to the administration of the FOIA. The FOIA Officer may require that an oral request be reduced to writing.

There is no fee to submit a FOIA request. However, you may be charged fees for searching, reviewing, and reproducing records. Please be aware that you may have to pay search and/or review fees even if the search does not locate any responsive records or if records are located but are withheld as exempt. See DC Official Code § 2-532 and 1 DCMR § 408.The OCFO may charge the following fees:

The Office of the Chief Financial Officer (OCFO), an independent agency of the Government of the District of Columbia may establish and collect fees for the direct costs it incurs to respond to a District of Columbia Freedom of Information Act (FOIA) request. The amount of fees the OCFO may charge depends upon whether the DC FOIA requester intends to use the documents requested  for a commercial or non-commercial use. This OCFO FOIA Fee Policy provides guidance on how to assess and apply DC FOIA fees for commercial and non-commercial use requests.

Right to Appeal

Under DC Official Code § 2-537 and DC Mun. Regs. tit.1, § 412, you have the right to appeal to the Mayor or to the Superior Court of the District of Columbia. If you elect to appeal to the Mayor, your appeal must be in writing and contain “Freedom of Information Act Appeal” or “FOIA Appeal” in the subject line of the letter as well as on the outside of the envelope. The appeal must include (1) a copy of the original request; (2) a copy of any written denial; (3) a statement of the circumstances, reasons, and/or arguments advanced in support of disclosure; and (4) a daytime telephone number, and e-mail and/or U.S. Mail address at which you can be reached. The appeal must be mailed to:
