OFOS’s Office of Pay and Retirement Services (OPRS):
- Provides retirement services for Federal Police (including officers within the U.S. Park Police, U.S. Secret Service, and the White House) who have elected to participate in the District of Columbia Police and Firefighters’ Retirement Fund.
- Handles retirement reporting functions for District employees who participate in the federal Civil Service Retirement System (CSRS).
- Ensures that total appropriations, benefits, tax withholdings and gross to net deductions are accounted for completely and accurately and are distributed to the appropriate parties.
- Processes non-recurring payments including terminal leave; severance pay; death cases; back pay; salary or benefit adjustments; garnishments-wage attachments; and District and federal levies.
The vast majority of OPRS’s time and effort is devoted to providing payroll services to District employees. As such, OPRS provides the District workforce with a comprehensive range of payroll services including:
- Garnishment- deductions processing
- Third party payments/benefits
- Time and attendance administration
- Payroll processing
- Payroll certification
- Retirement services
- Unpaid compensation processing
- Restoration of compensation processing
- Employee Annual Tax Statement correction/reprints
- New hire reporting
- Supplemental Pay Services – Off-cycle payments
- Preparation and distribution of earnings and deductions information
- Federal tax deposits
- State withholding deposits
- Employee Self-Service support
- Historical payroll document retrieval (previous 5 years) for terminated employees
OPRS’s operations are separated into five separate and distinct divisions, each with a specific function or set of operational responsibilities. OPRS’s five divisions include: Payroll Operations, Retirement, Supplemental Payroll, Special Pay, and Applications and Security.
