Employee Services Support – Pay and Retirement Services

OFOS’s Office of Pay and Retirement Services (OPRS), which can be reached by calling (202) 741-8600, has overall responsibility for:

  • Payroll functions related to servicing employees of the Government of the District of Columbia
  • Payroll services related to retirees of the US Federal Police
  • Reporting functions for employees retiring under the Civil Service Retirement System (CSRS)

How can I enter my direct deposit information?

Step 1: Log in to our In-Network PeopleSoft website (pshcm.dc.gov) from a secure DC Government network (i.e. at Central Office or Work Issued Devices).
Step 2: Select Self Service > Payroll and Compensation > Direct Deposit.
Step 3: Add a new Direct Deposit Account. Please ensure that you are using a voided check and not a deposit slip when entering your banking information into PeopleSoft. Note: Direct deposit is not accessible from our Out-of-Network site (ess.dc.gov).

How can I enter/edit my Federal or state tax information?

State and federal tax withholding information can only be entered in PeopleSoft using our In-network PeopleSoft website (i.e. Central office or Government issued Devices): pshcm.dc.gov.
To edit/view state tax information, go to Self Service > Payroll and Compensation > State Tax Information.
To edit/view federal tax information, go to Self Service > Payroll and Compensation > W-4 Tax Information.

How can I receive this year’s W-2 form online?

Active employees can view W-2 information online in PeopleSoft or opt to just receive it in the mail. To enable this action, you must submit your consent to receive your W-2 online. Once you are logged into PeopleSoft, select Self Service > Payroll and Compensation > W-2/W-2c Consent. Please ensure that your pop up blocker is enabled. Once you have decided on your preferred method to receive your W2, you can I obtain a copy 1 of 2 ways:
Online: If you opted to receive W-2 forms online, you can obtain your W-2 in PeopleSoft. To download your form, select Self Service > Payroll and Compensation > View W-2/W-2c Forms. Please ensure that your pop up blocker is enabled.
Mail: Contact the DC Government Office of Pay and Retirement Services (OPRS) Special Pay at (202) 741-8630 to request a duplicate. Payroll does not have access to view/print employee’s W-2 forms.

OPRS’s operations are separated into four separate and distinct divisions, each with a specific function or set of operational responsibilities. OPRS’s four divisions include:  Payroll Operations, Retirement, Supplemental Payroll, and Special Pay.

  • Federal Police includes officers within the US Park Police, US Secret Service, and the White House who have elected to participate in the District of Columbia Police and Firefighters’ Retirement Fund
  • Handles retirement reporting functions for District employees who participate in the federal Civil Service Retirement System (CSRS)
  • Ensures that total appropriations, benefits, tax withholdings and gross to net deductions are accounted for completely and accurately and are distributed to the appropriate parties
  • Such non-recurring payments include: terminal leave; severance pay; death cases; back pay; salary or benefit adjustments; garnishments-wage attachments; and District and federal levies
