Angell Jacobs

Deputy Chief Financial Officer and Chief of Staff, Office of the Chief Financial Officer

Angell Jacobs is a senior executive with more than 25 years of proven experience working in complex public and private organizations. She has achieved success through her ability to lead organizations and motivate people. Her dedication and training have resulted in numerous achievements throughout her career.

In September 2003, Jacobs joined the Office of the Chief Financial Officer (OCFO), an independent agency responsible for managing the financial operations of the District of Columbia government. In her current role as deputy CFO and chief of staff, Jacobs serves as second-in-command, overseeing more than 1400 employees and managing the agency’s daily operations. She provides leadership and strategic direction to the senior executive team in the production and execution of mission critical deliverables and functions such as yearly balanced budgets, unqualified audit opinions from independent auditors on the District’s Comprehensive Annual Financial Report (CAFR), and increasing the District’s bond ratings. 

Prior to joining the OCFO, Jacobs served as associate director and interim deputy director of the DC Department of Motor Vehicles. In these roles, she was instrumental in the opening of three new customer service centers, which significantly improved efficiency and increased customer satisfaction. She maximized the use of technology to enhance the customer experience and improve service delivery time by directing the development and implementation of a $34 million state-of-the-art motor vehicle information system that replaced legacy technology.

Prior to government service, Jacobs was a management consultant for Coopers&Lybrand (now PriceWaterhouseCoopers), where she advised public- and private-sector clients in the areas of strategic planning and business process re-engineering.

Jacobs is a native Washingtonian. She received a master's of business administration from the Wharton School of Business at the University of Pennsylvania and a bachelor's in economics from Yale University, New Haven, Conn.
