Keith Fletcher

Keith Fletcher returned to the DC Office of the Chief Financial Officer in April 2024, as an agency fiscal officer in the Education Cluster. In this role, he is responsible for the financial oversight and management, planning, operating, developing, supervising, and monitoring of the operating and capital budgets of eight agencies.

His duties include, but are not limited to, overseeing the supervision of agency financial staff and developing and revising financial and fiscal policies, plans, procedures, goals, and systems. The agencies under Fletcher’s purview include the Office of the State Superintendent of Education, Special Education Transportation, DC Public Charter Schools, DC Public Charter School Board, State Board of Education, State Athletics Commission, Non-Public Tuition, and the Deputy Mayor for Education. Together these agencies have combined operating budgets of $2.3 billion and capital budgets of $28 million with more than 2,000 employees.

Prior to returning to the Office of the Chief Financial Officer, Fletcher served as the chief operating officer at DC Health for nine years, where he was a top advisor for the agency director on the financial operations of the agency, including being responsible for the agency’s day-to-day operations. Prior to that, he served for five years as the chief financial officer for the DC Health Benefits Exchange and six years as an agency fiscal officer within the Office of the Chief Financial Officer. Before joining the public sector, Fletcher worked in the private commercial-banking sector with HSBC in its UK Executive Leadership Program.

Fletcher holds a bachelor’s degree in finance from Howard University and has graduated from several public sector leadership programs including the Leadership Greater Washington Signature Program, George Washington University Certified Public Manager Program, and the International Public Management Association. Fletcher is also Lean Six Sigma Black Belt and Lean Six Sigma Champion Certified.
