Kenneth Evans

Kenneth Evans is the director of the Capital Budget and Capital Improvement Plan (CIP) team within the Office of Budget and Planning. In this role, he is responsible for the formulation, oversight and execution of the District’s six-year CIP, which includes creating, modifying, and monitoring policies, processes, procedures and best practices related to the CIP.

Evans brings more than two decades of leadership experience across both the public and private sectors. Since joining District government in 2009, he has held key roles including deputy budget director in the Executive Office of the Mayor and chief operating officer at the Department of Health Care Finance. He also directed the DC Access System (DCAS), the city’s integrated eligibility platform for health and human services.

Earlier in his career, Evans held engineering, finance, and management roles with organizations such as the U.S. Department of Defense, Comtech Communications, and Sprint Nextel—building a strong foundation in systems thinking and financial analysis.

Evans holds a master's in business administration, finance, from Howard University, Washington, DC. He also holds a master's in electrical engineering from Johns Hopkins University, Virginia, and a bachelor's in electrical engineering from Clemson University, South Carolina. He is a member of the National Black MBA Association, Project Management Institute, and Government Finance Officers’ Association.
