Valerie N. Bly joined the District government in 2020 as the budget director for the Government Services Cluster. In this role, she supports the associate chief financial officer by overseeing budget formulation, budget execution and other agency fiscal matters for the Department of Public Works, Department of Energy and Environment, Department of Transportation, Department of Motor Vehicles, and the District’s subsidy to the Washington-Metropolitan Area Transit Authority. The annual operating budgets of these agencies total more than $1.2 billion.
Prior to joining the OCFO, Bly was a fiscal officer for the city of Alexandria, Va. Before that, she served more than 20 years as a senior financial leader, providing executive decision support for multiple Fortune 500 corporations. She brings strategic expertise in annual budgeting, long-range planning, financial modeling and analysis, business integrations and divestitures, and proposal pricing, with specialized knowledge in government contracting.
She received a corporate service award for her work, implementing internal forecasting systems and processes, while also developing and delivering education tailored for non-financial managers, all of which resulted in significant improvements in cost containment and profitability for her division. A champion of financial literacy, Bly enjoys work as a personal finance coach for individuals, in addition to providing financial administration and planning guidance to small businesses and non-profits.
Bly earned a master’s degree in business administration from the Goizueta Business School of Emory University, Atlanta, Ga, and a bachelor’s degree in business administration with a concentration in financial management from Old Dominion University, Norfolk, Va.
