Roy Layne

Roy Layne joined DC government’s Office of the Chief Financial Officer as the chief financial officer for the University of the District of Columbia (UDC) in October 2021. As UDC’s CFO, Layne is responsible for the overall financial management of the university’s operating and capital budget, which totals $311 million. He also administers financial accounting, the budget, grants management, student accounts, compliance, audit activities, and other financial management activities.

Prior to joining UDC, Layne served in various roles at large and small CPA firms, as a manager through a principal/partner. He was also the CFO and comptroller of the Pepsi Cola franchise in Washington DC. He served on the Board of Directors of the Prince Georges Workforce Development Board, for which he was chairman for more than 10 years and was appointed by the governor of Maryland to serve on the Governor's Workforce Investment Board representing Prince George's County from 2008 through 2012.

He holds a master's degree in financial management from the University of Maryland Global Campus and a bachelor's degree in business administration, with a concentration in accounting from UDC. He is also a certified public accountant, a certified management accountant, and a chartered global management accountant.
