Stacy-Ann (“Stacy”) White is the director for Operating Budget in the Office of Budget and Planning. In this position, she plays an integral role in overseeing citywide budget initiatives and collaborating with stakeholders across the District to ensure the effective implementation of budgetary policies, processes, and regulations for the District’s operating budget.
White joined OBP in April 2011 as the deputy director for Budget Administration (subsequently changed to manager, Operating Budget) and managed various aspects of the planning, development, formulation, and execution of the operating budget.
White came to the District after working more than 10 years in the public and private sectors, most recently from Howard University. Here, she managed the university’s externally sponsored research enterprise, specifically in accounting, finance, and regulatory compliance.
White holds a master’s in budget administration and a bachelor’s in accounting from Howard University. She is a member of the National Association of State Budget Officers and the Government Finance Officers’ Association.
