Director, Accounting Policies and Procedures

Randolph David serves as the director for the Accounting Policies and Procedures division in the Office of Financial Operations and Systems (OFOS). He ensures that the District’s financial management policies and procedures are current, properly documented and reflective of ongoing operations.

David has been employed by the District for more than 30 years where he has served in various positions. In 1983, he began his career in the DC Public Schools Human Resources Division before transferring to the Office of the Chief Financial Officer (OCFO) in 1996. Within the OCFO, he started as a budget analyst in the Office of Budget and Planning (OBP) before being promoted to the capital branch chief, a role in which he was responsible for capital budget formulation, execution, and reporting. After serving as branch chief in OBP, he accepted a position in OFOS where he started as an accountant in the Financial Control and Reporting Division before joining the team in OFOS’s Policies and Procedure Division.

David is a certified public manager and holds a master's in business administration, finance, and a bachelor's in economics.
