David Pivec

Director, Accounting Operations Division

David Pivec serves as the director for the Accounting Operations Division in the Office of Financial Operations and Systems (OFOS). Pivec has oversight responsibility for various financial functions: monthly reconciliation of the District’s cash and investment accounts; maintenance and analysis of the payroll liability general ledger accounts; preparation and issuance of IRS Forms 1099-Misc; unclaimed property reporting; and maintenance of the vendor file. He also performs numerous other functions that ensure efficient accounting operations.

Pivec joined the District government in July 2006 as an accounting systems manager within OFOS. In that capacity, he assisted District agencies in maximizing the efficiency of accounting processes and provided technical support to agency financial staff, as needed. He was later selected to serve as OFOS’s financial database advisor, a position in which he troubleshooted issues that threatened the efficient functioning of the District's financial systems and the reliability of the data generated by such systems.

Prior to joining the District government, Pivec worked with the city of Baltimore as an accounting systems analyst for more than 21 years. In that capacity, he managed the Capital Project Accounting Section for the Bureau of Accounting Operations in the Department of Finance. He was responsible for preparing spending reports by funding source for all capital projects associated with all city agencies and managed the grant billing section. He also prepared the financial statements of the Water and Wastewater and Parking Enterprise funds for inclusion in the city’s Comprehensive Annual Financial Report (CAFR) and managed the Edit and Control Section for the Bureau which was responsible for processing and posting all financial transactions in the city of Baltimore’s Integrated Financial System (IFS).

Pivec also worked as a tax manager for McCormick and Company, a Fortune 500 company based in Baltimore, MD, for several years. In that position, he was responsible for filing all state corporate tax returns.

Pivec is a certified public accountant, licensed in the State of Maryland, and holds a bachelor’s degree in business administration with a concentration in accounting from Towson University. He is a member of the national Government Finance Officers Association (GFOA) and the local Washington-Metropolitan chapter. An avid dog lover, Pivec volunteers for the Maryland SPCA and the Baltimore Animal Rescue Center helping rescued animals find “forever homes.”
