Shelly Robinson Graham is the budget director for the Public Safety and Justice Cluster (PSJC) for the Government of the District of Columbia – Office of the Chief Financial Officer. She is a senior financial leader responsible for the successful budget operations of the 24 PSJC agencies in the District of Columbia. Her role is to ensure that the agency budgets, under her purview, are established and executed in accordance with federal and District law for fiscal control and management.

She is also the chief advisor to the associate chief financial officer for PSJC on all budget-related, day-to-day interactions with the chief financial officer for the District government, the Executive Office of the Mayor, and the Council of the District of Columbia.

Graham has a master's in public administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a bachelor's degree in accounting from the University of the District Columbia School of Business and Public Administration (SBPA). She also serves as a member of the SBPA Executive Advisory Board.
