Elijah Owuor

Elijah M. Owuor is the agency fiscal officer for the District of Columbia’s Department of Forensic Sciences in the OCFO - Public Safety and Justice Cluster and has served in this role since 2019. Owuor is accountable for all aspects of planning, operation, development, supervision and monitoring of the operating and capital budgets. He has dedicated himself and his vision as a leader who engages in projects with an “All-In” attitude. 

Prior to assuming the role of agency fiscal officer, he has served in a series of high-level roles at the federal and local government levels, driving positive outcomes across federal appropriations and budgeting, program management, corporate finance, financial planning, grant management, accounting, financial modeling, crisis management, and capital budgets in multiple roles with the U.S. Department of Transportation and U.S. Department of Veterans Affairs.  

He offers two decades of expertise and broad business range that have resulted in developing successful process improvements that drive productivity, reliability, and stakeholder satisfaction.

Owuor holds a master's in public administration and a bachelor's in philosophy from Georgia State University. He is also a member of the Association of Government Accountants - Washington, DC Chapter.
