Lori Morgan is the budget director for the Primary and Secondary Education Cluster.  Morgan joined the Education Cluster in November 2012 and has served in several positions within the cluster, including senior budget analyst and budget officer. In 2018, Morgan was awarded the SMARTER award for exemplary service to the OCFO. 

She earned a master's in business administration, finance, and a master's in accounting from Strayer University. She earned a bachelor’s in finance from Howard University, Washington, DC.
