Beth Spooner has served as the agency fiscal officer for the Department of Housing and Community Development, the Housing Production Trust Fund, and the Rental Housing Commission since October 2017. 

Prior to joining EDRC, Spooner served as the deputy director for the Revenue Accounting Administration and the budget officer for the DC Office of Tax and Revenue, overseeing the accounting operations for $5 billion in tax revenues and a $70-million operating budget. She began her career in the District in 1995, serving as a budget analyst in the Budget Office of the Council of the District of Columbia during the period of the financial control board. She joined the staff of the District’s first independent chief financial officer in 1996 as a special assistant to the CFO and has served as the budget officer for various divisions within the OCFO.

Spooner holds a master's in public policy from Georgetown University and a bachelor's from Smith College, Northampton, Massachusetts.
