Joscaira Akhran is the chief of management operations for the Economic Development and Regulation Cluster and has been performing in this capacity since July 2010. She is responsible for the cluster’s management and administrative support functions, which include managing the human resources component, developing and managing the office’s annual budget, and updating policies and procedures governing operations. She also serves as the point-of-contact for internal and external audits and performance reviews of agencies in the cluster.
Prior to joining the Office of the Chief Financial Officer, Akhran was a senior auditor at BDO Seidman, LLP and KPMG LLP. Her public accounting experience includes financial statement audits of federal agencies and state and local governments, not-for-profit organizations and commercial entities, as well as audits under Sarbanes-Oxley Act Section 404. Akhran also previously served as the budget officer for EventsDC, formerly known as the Washington Convention Center Authority, where she managed its budget.
Akhran has a bachelor’s degree with a major in accounting from the University of the United States Virgin Islands. She is currently a member of the American Institute of Certified Public Accountants, Institute for Internal Controls, Association of Government Accountants, and the Government Finance Officers Association.
