LaSharn Moreland is the executive director for the Office of Human Resources (OHR) within the Office of the Chief Financial Officer (OCFO). She joined the OCFO as director for OHR in October 2008, and was appointed executive director in February 2017. As executive director, Moreland provides strategic oversight and direction for all human resource functions and ensures alignment with OCFO business needs.
Moreland has introduced and implemented many firsts within the OCFO, which include an online applicant tracking system; automation of the performance management process; a health and wellness program; the OCFO University comprised of four institutes; a Managerial Certification Program; and an OCFO Cares Program that instills a culture of best-in-class customer service.
In December 2010, she received the CFO Distinguished Service Award in recognition of her outstanding leadership, dedication, and commitment to the agency.
Prior to joining the OCFO, Moreland served as managing director of human resources at the American Gas Association. She also held several positions with the Society of the Plastics Industry and has worked for the Shakespeare Theatre and the Department of Justice.
Moreland, a native Washingtonian, holds a master’s degree in human resources management from Marymount University and a bachelor’s degree from Pennsylvania State University.
