Temony McNeil serves as the director for the Office of Pay and Retirement Services (OPRS) within the Office of Financial Operations and Systems. McNeil is a servant leader who focuses on building high-performing teams by improving the employee experience, using a management approach that fosters a collaborative environment, thereby promoting professional development and growth. He provides oversight and leadership for all disbursement activities related to payroll and certain retiree payments for approximately 40,000 recipients (District employees and federal annuitants). He is also ensures that the day-to-day operations of OPRS continue to adhere to regulatory guidelines established at the federal, state, and local levels for continued compliance.
Prior to his current position, McNeil served as a payroll leader in the private sector in multiple markets for more than 20 years. In those positions, he focused on identifying efficiencies within payroll operations to make payroll a more value-added component of and partner within the organization. It was within those roles that he formulated his interpretation of “TEAM” that Together Each Achieves More.
McNeil holds a master's in business administration and a bachelor's in business administration with a concentration in human resources from the University of Maryland University College, Adelphi, Md. He is a native of the DC-Metropolitan area. He is the father of two children, a daughter and a son. When he is not being their “biggest fan,” he enjoys playing golf with friends.
