Director of Financial Planning, Analysis and Management Systems
Samuel Terry was named director of Financial Planning, Analysis, and Management Systems for the Office of Budget and Planning (OBP) in March 2020. In this role, he oversees all aspects of OBP’s reporting and financial analysis functions, as well as playing an integral role in the development of the District’s financial plan.
Terry first joined OBP in 2016 as a manager of Financial Planning and Analysis, managing and coordinating a team that works on the District’s multi-year financial plan, financial and management systems, labor-cost analysis, and financial reporting. He came to the District after 10 years of working in the private sector, most recently at AARP, Inc., as a senior financial analyst and focused primarily on developing and coordinating AARP’s five-year financial plan.
Terry received his juris doctor from George Washington University Law School, Washington, DC, a master's in business administration, and a bachelor's in finance from Florida Agricultural & Mechanical University.
