Beth Spooner has served as the agency fiscal officer for the Department of Housing and Community Development, Housing Production Trust Fund, and Rental Housing Commission since October 2017.
Prior to joining the Economic Development and Regulation Cluster, Spooner served as the deputy director of revenue accounting and as budget officer for the D.C. Office of Tax and Revenue, overseeing the accounting operations for $5 billion in tax revenues and a $70 million operating budget. She began her career in District government in 1995, serving as a budget analyst in the D.C. Council’s budget office during the financial control period. She joined the staff of the District’s first independent chief financial officer in 1996 as a special assistant to the CFO and has served as the budget officer for various divisions within the Office of the Chief Financial Officer.
Spooner holds a master’s degree in public policy from Georgetown University, Washington, D.C., and a bachelor’s degree from Smith College, Northampton, Massachusetts,
