Function and Mission

The Office of Revenue Analysis’ (ORA) mission is to support the budget and policymaking process with forecasts, estimates, and analyses that ensure the District's financial integrity.

Key Responsibilities

There are 3 main functions within ORA. They are Revenue Estimation, Fiscal and Legislative Analysis & Economic Affairs.

Revenue Estimation: The Office of the Chief Financial Officer (OCFO) is responsible for forecasting revenue for the District government. Each February the OCFO issues the official binding revenue estimate that is used to develop the budget for the next fiscal year, which runs from October 1 to September 30. This estimate is then revised as the new fiscal year begins and at regular intervals afterward.

Fiscal and Legislative Analysis: At the request of the mayor or a member of the Council of the District of Columbia, the Office of the Chief Financial Officer (OCFO) will prepare a fiscal impact statement and certify the financial impacts of legislation that is to be considered by the Council's committees. The Council is required by statute to submit a fiscal impact for all bills and public resolutions as a part of the legislative process.

Economic Affairs: The Economic Affairs unit produces ORA’s periodic reports, including the Comparative Report of Cash Collections, the DC Economic Indicators, the District of Columbia Economic and Revenue Trends, the DC Tax Facts, the Tax Rates and Tax Burden Comparisons (Nationwide and  Washington-Metropolitan Area), and the Economic Report of the District of Columbia. The Economic Affairs unit is also provides quality assurance of all products and materials developed by ORA. It also establishes records maintenance and retention standards for all work products and work papers supporting products that ORA prepares.
