Human Support Services Cluster

Function and Mission

The mission of the Office of the Chief Financial Officer (OCFO) is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia. Associate Chief Financial Officers (ACFOs), who report directly to the District’s CFO, represent the major appropriation titles in the District’s annual budget and manage agency financial operations. Agency fiscal officers report to their respective ACFO, and the ACFOs serve as the CFO’s key representatives to the city administrator and the deputy mayors in managing the city’s finances and the government’s programmatic priorities.

Key Responsibilities

Human Support Services includes the Child and Family Services Agency and the departments of Health, Human Services, Mental Health, Parks and Recreation, Youth Rehabilitation Services and the Office of the State Superintendent of Education.

Responsibilities

  • Oversight and direct supervision of the financial and budgetary functions of the agencies within the Human Support Services Cluster (HSSC)
  • Operate, maintain, and coordinate a financial management system to budget, collect, control, and properly account for HSSC’s annual operating and capital funds
  • Preparing the agency’s annual budget within HSSC, representing the agencies in the federal appropriations process, and monitoring budget performance during the fiscal year
  • Develop, implement and monitor the agency’s accounting policies and systems to assist in the production of the audited Comprehensive Annual Financial Report for the city
