Chief Financial Officer Appoints New Associate Cfo, Treasurer, And Operating Budget Officer

Washington, DC - Chief Financial Officer Valerie Holt has announced today three new senior level appointments to her staff. They are: Mr. John Robinson as Associate Chief Financial Officer; Mr. William Hall, Ph.D. as Treasurer; and Mr. Anthony Rainey as Operating Budget Director. After conducting a national search in which hundreds of resumes were received and reviewed, these three seasoned professionals were selected for their respective positions because of the quality and substance of their experiences.

"These three appointments bring considerable experience and distinguished records of professional achievement to the Office of the Chief Financial Officer, Ms. Holt said. "Associate CFO John Robinson has had a distinguished career on Wall Street and in municipal finance, coming to us from the city of Atlanta as its Cash and Investment Manager. Treasurer, Dr. William Hall has also had a distinguished career on Wall Street with several major investment companies, as well as being an educator and the owner of a small private investment company. Operating Budget Director Anthony Rainey has had considerable years of professional experience in the development and administration of municipal budgets and in the development of information systems. With the addition of these three highly skilled and talented individuals, the OCFO will be strongly positioned to move forward to the next level of improving the city's financial stability."

In addition to his previous position as Cash and Investment Manager for the Department of Finance of the City of Atlanta, Mr. Robinson reported directly to the CFO for 4 years and helped the city issue over $2 billion of municipal debt. Additionally he managed a fixed income portfolio in excess of $1 billion. While in Atlanta he worked with two private companies the Equitable Securities Corporation and Interstate/Johnson Lane. He has also worked on Wall Street at Kidder, Peabody and Company, Inc., Smith Barney, Harris, Upham and Company, and the Industrial Bank of Japan, Limited. Mr. Robinson is a graduate of the Indiana University of Pennsylvania majoring in finance. He joins Natalie Marshall, a C.P.A. and former Controller of Georgetown Hospital, as the second of two Associate CFOs in the OCFO.

Dr. William Hall has cultivated two distinguished careers over 23 years of professional experience-one in finance and the other in education. He was most recently the Chairman and Chief Financial Officer for the Wall Street Financial Group, Inc. and was Senior Vice-President/Chief Financial Officer for the New York City Off Track Betting Corporation. Additionally he has twice been a Senior Vice President for Public Finance with major investment companies W.R. Lazard and Company and Shearson Lehman Hutton, both of New York City. At Manufacturers Hanover Trust Company, he was Vice President for Public Finance and Assistant Vice President for the Corporate Division.

Prior to Dr. Hall's experience on Wall Street, he worked in the field of education. He was Community Schools Superintendent for District No. Five in New York City, Assistant School's Superintendent for Business Affairs for the Hartford Connecticut Public Schools, and an in-house consultant to the Office of the Deputy Chancellor, New York Board of Education. He earned his undergraduate degree from Howard University in Washington, DC and three graduate/professional degrees from Harvard University-an M.B.A. from the Harvard Business School and a Master's and Doctorate from the Harvard School of Education.

Mr. Anthony Rainey, the new Operating Budget Officer, comes to the District Government from the City of Norfolk, Virginia where he was the Assistant Director of Finance in the Finance Department. In that capacity, he provided leadership and direction for a $680 million operating budget and provided oversight over the Comptroller's and Budget Offices, as well as the Purchasing, Retirement and Payroll Offices. He also implemented a new automated budget system that allows departments and agencies to align budget items with distinct services that are tied to specified goals.

In Gresham, Oregon, Mr. Rainey was the Benchmark and Strategic Planning Administrator in the Office of the City Manager and prior to that served as the Director of Budget and Benchmarks in that office. Prior to his experience in Gresham, he was the Planning and Budget Director of the Seattle Washington Municipal Court system and also worked in the Seattle Office of the US Small Business Administration as a Regional Information Resources Manager and as a Presidential Management Intern. Mr. Rainey has an undergraduate degree from the University of California at Berkeley, a Masters of Public Administration from the University of Washington, and a Masters of Science in Information Systems Management from Seattle Pacific University.

These appointments are the first of several new appointments that Ms. Holt will make within the next two weeks, including the promotion of two incumbent staff members to senior level positions. All of these appointments bring considerable experience and strong financial backgrounds to the OCFO.
