Chief Risk Officer’s Risk Assessment


The Inherent Risk associated with the fiduciary responsibilities of managing the Inmate Welfare Fund is classified as High risk. The OCFO also recognizes the inherent High risk associated with regulatory risks, including the requirement that the Inmate Welfare Fund be audited annually, per DC Code. Therefore, the OCFO placed particular emphasis on OIO’s single recommendation. It is of note that the conclusion of the audit rendered an unqualified opinion.

Recommendations Overview

OIO provided one recommendation, and it was implemented in an effort to strengthen program and internal controls.

  • In the future, shipping costs will be included with all vendor requests to the Inmate Welfare Fund Committee.
