Cassandra Butler

FCRD Deputy Director, Accounting System Administration

Cassandra V. ButlerCassandra V. Butler is the Deputy Director for Accounting System Administration, a position she has held since 2009.  In that position, Ms. Butler supervises four accountants, one financial manager, and two help desk specialists.  In addition, she has oversight responsibility for the District’s general ledger (which encompasses the transactions of more than 80 District agencies) and the maintenance of the city-wide chart of accounts.  Ms. Butler also provides accounting guidance to agency personnel and colleagues and researches complex accounting issues as they arise.  As Deputy Director, Ms. Butler also manages the interim and annual closing processes and works closely with the Financial Reporting team which prepares the District’s Comprehensive Annual Financial Report (CAFR).  She also is a primary liaison responsible for working with and advising the various teams of auditors that examine the District’s financial records and activities.  Ms. Butler prepares the District’s Central Services Indirect Cost Plan and is responsible for the development of the District’s Schedule of Expenditures of Federal Awards (SEFA) for the single audit; generation of reports created by the financial system; and providing assistance to implement new financial systems and data extraction tools.

Ms. Butler has more than 30 years of experience with the District government having served approximately 19 years at DC General Hospital, where she held several accounting and financial management positions.  During her tenure with the hospital, Ms. Butler oversaw the activities of the General ledger Unit, which included reviewing and processing journal entries, maintaining the chart of accounts and reporting structure, performing account analyses and reconciliations, and generating reports and the hospital’s stand-alone financial statements.  Ms. Butler also managed the hospital’s Accounts Payable Unit, ensuring that vendors were paid timely and accurately and had previously managed the hospital’s Cashier’s Office, ensuring that all monies received were properly recorded, reconciled, and deposited.

Ms. Butler joined the Office of Financial Operations and Systems in 1998 as a Supervisory Accountant within the Accounting Operations Division, where she fulfilled multiple responsibilities including: reviewing and approving District-wide agency journal entries; submitting and paying the District’s quarterly and annual payroll taxes; analyzing and reconciling various District-wide balance sheet accounts; overseeing the maintenance of the vendor database and the production of 1099 forms.  In this capacity, Ms. Butler supervised four accountants and four accounting technicians.

Prior to joining the District government, Ms. Butler held positions with College Here We Come (1979 to 1981) and the U.S. Department of the Navy-Naval Ship Engineer Center (1974 to 1977).

Ms. Butler holds a Bachelor of Arts degree in Accounting and Business Management from Shaw University, in Raleigh, North Carolina.
