Benedict Richardson

Benedict Richardson is the associate treasurer for Asset Management in the Office of Finance and Treasury. In this role, he manages the day-to-day operations of the District’s financial assets, including the investment of cash and cash equivalents, fiduciary oversight of the defined contribution, deferred compensation, college savings, and other post-employment benefit plans. He is also manages the unclaimed property safekeeping and claims processing.

Previously, Richardson served as deputy chief for the Bureau of Treasury Management for the city of Baltimore since 2015, where he managed the city’s general fund investment portfolio and the day-to-day cash management of the city; played a critical role in the city’s bond-issuance process, managed the existing debt of the city, and managed the city’s banking relationship.  
 
Prior to joining the city of Baltimore, Richardson served as senior financial analyst for an investment management and financial services firm in Baltimore, where he performed fixed-income investment analysis, performed underwriting on large defined benefit and defined contribution plans, and performed portfolio analysis on key performance and holdings metrics.
 
He holds a master’s degree in finance from the University of Baltimore and a bachelor’s degree in business management from Morgan State University. He also is a CFA® charterholder.
