Johnetta Bond

Director, Pay and Retirement Services

Johnetta B. Bond Johnetta B. Bond is the Director of the Office of Pay and Retirement Services (OPRS), a division of the Office of Financial Operations and Systems (OFOS).  In her capacity as OPRS Director, Ms. Bond is responsible for the administration of payroll services for more than 35,000 District employees and the benefits administration for approximately 3,500 federal retirees in the Police and Firefighters Retirement Plan.  Prior to assuming her current position, Ms. Bond was selected as the Deputy Director of OPRS in 1993 and managed the District’s payroll operations until her appointment as Director in 2006.

Ms. Bond has more than 30 years of professional experience in the areas of accounting, payroll, and financial reporting.  Before joining the District government, Ms. Bond was the Accounting Manager for the Department of Management and Finance in the Arlington County Government, Arlington, Virginia from 1986 to 1993, managing all accounting functions and financial reporting for the County. She managed the accounting team that prepared the county’s first electronic CAFR reporting program.  From 1980 to 1986, Ms. Bond was a financial analyst for Syndicated Communications, Inc., a small business investment company specializing in radio, television, and cable properties. She was responsible for analyzing financial data for investment consideration.

During her tenure as OPRS Director, Ms. Bond has “reshaped” OPRS operations using her collaborative management and leadership style and her strong desire to continually pursue opportunities for improvement. In 2011, Ms. Bond was recognized by the Morris and Gwendolyn Cafritz Foundation for her numerous accomplishments toward improving OPRS operations. For example, under Ms. Bond’s leadership and direction, three separate, rather archaic payroll systems were converted into one state-of-the-art system. As a result, District employees can now go online and directly view pay stubs, change tax withholdings, adjust retirement contribution amounts, update personal information, and perform numerous other related tasks. The reduction in paper forms and mailing costs has saved the government hundreds of thousands of dollars.

Ms. Bond is a certified public accountant and holds a Bachelors of Arts degree from Knoxville College in Knoxville, Tennessee.  She also holds an MBA from North Carolina Central University in Durham, North Carolina.

Ms. Bond has been an active member of the Government Finance Officers Association of the United States and Canada for a number of years and has served on the Executive Board of GFOA – Washington Metropolitan Area, since 1995.
