Cassandra Butler

Director, Accounting System Administration

Cassandra Butler serves as the director for the Accounting System Administration, Division (ASAD) in the Office of Financial Operations and Systems (OFOS). Butler has oversight responsibility for the District's general ledger (which includes the transactions of more than 90 District agencies). She also maintains the chart of accounts, manages the District's financial system (SOAR) and SOAR help-desk operations, reviews and tests system interfaces, provides city-wide financial system training, and conducts annual workshops on accounting policies and procedures. And she provides accounting guidance to agency personnel and colleagues and researches complex accounting issues as they arise. 

As ASAD director, she also manages the interim and annual closing processes and works closely with the financial reporting team, which prepares the District’s Comprehensive Annual Financial Report (CAFR). She is a primary liaison responsible for working with and advising the various teams of auditors who examine the District’s financial records and activities. In addition, she prepares the District’s Central Services Indirect Cost Plan and is responsible for the development of the District’s Schedule of Expenditures of Federal Awards for the single-audit. She also has oversight responsibilty for the generation of reports created by the financial system and provides assistance to implement new financial systems and data extraction tools.

Butler has more than 40 years of experience with the District government, which includes 19 years of service at DC General Hospital, where she held several accounting and financial management positions. During her tenure with the hospital, she oversaw the activities of the General Ledger Unit and also managed the hospital’s Accounts Payable Unit. She joined OFOS in 1998 as a supervisory accountant within the Accounting Operations Division, where she reviewied and approved District-wide agency journal entries; submittied and paid the District’s quarterly and annual payroll taxes; analyzed and reconciled various District-wide balance sheet accounts; oversaw the maintenance of the vendor database; and prepared IRS Forms 1099. Her dedication and hard work led to her current position in 2017.

Prior to joining the District government, she held positions with College Here We Come (1979 to 1981) and the U.S. Department of the Navy-Naval Ship Engineer Center (1974 to 1977).

Butler holds a bachelor’s degree in accounting and business management from Shaw University, Raleigh, North Carolina.
