Associate Deputy Chief Financial Officer, Office of Budget and Planning
James Spaulding was appointed associate deputy CFO for the Office of Budget and Planning (OBP) in April 2008. In this role, he works on all aspects of the District’s operating and capital budgets, as well as OBP’s reporting functions.
Spaulding first joined OBP in 2000 as a branch chief and worked on the District’s financial plan, labor costs, and performance-based budgeting. And, in 2002, he served as director, and was responsible for grants budgeting. He then spent several years as director of the Capital Improvements Program.
Prior to joining the District, he spent 11 years at the U.S. General Accounting Office (now, Government Accountability Office), where he was a senior evaluator, primarily focused on labor and higher-education issues.
Spaulding received his doctorate and master's in economics from the University of Wisconsin, Madison, and a bachelor's from Haverford College, Pennsylvania. He is a member of the National Association of State Budget Officers.
