Office Of The Chief Financial Officer Continues To Attract Top Quality Talent To Its Management Staff

Washington, DC - Chief Financial Officer Valerie Holt today announced more appointments of talented and experienced individuals to leadership positions in the Office of the Chief Financial Officer. They are: Ms. Jean Dalton, Chief Financial Officer for the Department of Corrections; Mr. John Markowski, Associate Treasurer; and Ms. Joyce Clark-Jones, Director of Financial Reporting. "We are privileged to have the ability to continue to pool such talent into the OCFO and are energized around the changes that such a powerhouse team will bring to the District's financial standing," said Ms. Holt referring to the previously announced senior-level appointments and promotions within the OCFO.

Ms. Jean Dalton has an extensive background in accounting and budget management for the public sector. Previously, as Manager of Accounting Operations for the Prince George's County's Board of Education, she managed an annual operating budget of $876 million, and under her management, the organization's state audit findings were reduced from $1.2 million to $424,000. She has considerable experience working in the Washington DC metropolitan area's financial industry, having held various positions in the Prince George's County's Board of Education, including working as Senior Budget Analyst and Fiscal Research Analyst. She also served as a Fiscal Research Analyst for the Washington Suburban Sanitary Commission. Ms. Dalton is a CPA and holds an MBA in Information Systems Management from George Mason University and an undergraduate degree in Public Health from James Madison University.

Mr. John Markowski is a CPA and a Certified Government Financial Manager whose experience includes over 20 years of managing financial, budget, accounting, and procurement needs and implementing policy development and financial functions for government organizations. He previously served as Chief Financial Officer for the Baltimore County Public Schools. There, he managed an operating budget of approximately $700 million and an annual capital budget of $100 million. He has worked in several other financial management positions in the metropolitan area, including working as Finance Director for the Fauquier County Schools and Government in Virginia, and serving as Finance Director and Acting City Administrator for the City of College Park, Maryland. Mr. Markowski has a Bachelor of Science in Business Administration from Shippensburg State College.

Ms. Joyce Clark-Jones has an established record of accomplishment in the university, banking, and consulting industries. In her previous position of Business Manager for The George Washington University, Ms. Clark-Jones successfully performed financial analyses of the university's $15 million net operating and $7 million capital budgets. As Audit Manager for Chevy Chase Savings Bank, Ms. Clark-Jones managed and coordinated financial and operational analyses for high-risk departments in Chevy Chase, Maryland, and its subsidiary, B.F. Saul Mortgage Company. Ms. Clark-Jones is seasoned in managing, budget, auditing, and financial organizations and is a CPA who holds a Bachelor of Science in Accounting from the University of Maryland, College Park.
