Chief Financial Officer Announces Additional Senior Level Staff Appointments

Washington, DC - On the heels of the recent announcement of three talented, very experienced senior level staff appointments, Chief Financial Officer Valerie Holt today announced three more senior level appointments and the promotion of two incumbent staff members to senior level positions in her office.

Ms. Holt announced the appointment of: Mr. Otis Williams of Texas as Director of Budget and Planning; Mr. Jacques (Jack) Abadie as Director of Operations and Policy; and Mr. Bert Molina as Associate Comptroller for Financial Operations. Ms. Holt also announced the promotion of two distinguished OCFO employees: Mr. Henry Debnam has been promoted from Deputy Chief Information Officer to Chief Information Officer for the OCFO; and Mr. Paul Lundquist has been promoted from OCFO Controller to Chief Financial Officer for the OCFO. "The appointments and promotions of these accomplished individuals will provide the OCFO with the considerable experience and talent needed to continue improvements in managing the District's finances," said Ms. Holt.

Mr. Otis Williams joins the Office of the Chief Financial Officer from Austin, Texas, a state that has been in the forefront of performance based budgeting and performance measurement. With over 20 years of public sector experience in the areas of program management, accounting, budget, financial administration, and strategic and capital planning, Mr. Williams previously served as State Director for the Texas Department of Protective and Regulatory Services. In this position, Mr. Williams managed the organization's $35.2 million budget, in addition to directing financial procedures, coordinating the procurement and contracting functions of the organization's programs, and establishing private and public partnerships throughout Texas.

Mr. Williams holds an MBA in Management and Finance from Dallas Baptist University and earned his undergraduate degree in Business Administration from Huston-Tillotson College.

Mr. Jacques (Jack) Abadie comes to the OCFO from the private sector as a Senior Contracts Manager, and possesses broad management experience in government procurement and contract administration. He has supervised procurement and contract administration for several high-level government agencies including the Environmental Protection Agency, the Corps of Engineers, and the United States Army. Mr. Abadie earned his MBA in Management from Golden State University and holds an undergraduate degree in Economics.

Mr. Bert Molina has 23 years of experience in financial, accounting, and technology management for local and state governments. He is a CPA who holds an MBA in Management from St. Edwards University and an undergraduate degree in Accounting from the University of Texas at Austin. In his previous position Mr. Molina served as Chief Financial Officer for the Milwaukee Public Schools, where he increased the organization's revenues to $15 million annually over inflation and generated a budget surplus each fiscal year.

Mr. Henry Debnam has been promoted from within the OCFO to Chief Information Officer for the OCFO. He previously served as Deputy Chief Information Officer. In this position he successfully led the financial phase of negotiation for a $2.3 billion revenue generation contract for the DC Lottery; increased the District's $3 billion check processing operation by 12% in operational efficiencies; and migrated the District's critical agencies to a Y2K-compliant operating environment. Mr. Debnam holds an MBA from the Florida Institute of Technology and an undergraduate degree in electrical engineering from North Carolina A&T State University.

Mr. Paul Lundquist, who has served in the District government for 13 years in various financial positions, has been promoted to Chief Financial Officer for OCFO Financial Operations. Prior to his promotion, Mr. Lundquist worked as Controller in that office. Mr. Lundquist is experienced in the financial operations of the District Government, having served in several roles in the District's Department of Finance and Revenue including serving as Budget Officer, Acting Supervisor, Acting Administrative Officer, an Budget Analyst. Mr. Lundquist holds a Master's degree in Public and Private Management from the Yale School of Organization and Management, and holds an undergraduate degree in Economics from Stanford University.

"I am very pleased that these individuals are part of our team and bring their skills, talents and considerable experiences to the District Government. These appointments join those announced last week and are further testimony to the OCFO's commitment to bringing highly qualified and experienced individuals to continue to strengthen the District's financial position," Ms. Holt said.
