Tiffanie Horsley joined the Office of Economic Development Finance as a policy analyst in July 2014. In her role, Horsley conducts tax abatement financial analyses and analyzes the financing of public-private partnerships.
Horsley previously served as a budget analyst in the Mayor’s Office of Budget and Finance under the Gray Administration. Her areas of responsibility included public works, public safety and justice, as well as the federal payment to the District. She earned a master's in business administration -- finance from Marymount University and a bachelor’s in journalism and communications with a minor in business administration from Hampton University. She is also a certified public manager with a Lean Six Sigma Green Belt.
