Calvin R. Skinner

Calvin R. Skinner is the Agency Fiscal Officer for the Office of the Chief Financial Officer within the District Department of Transportation (DDOT), where he oversees an annual operating budget of approximately $100M.  In addition, Mr. Skinner oversees the $300M annual Washington Metropolitan Area Transit Authority (WMATA) subsidy, as well as over $1B in DDOT capital projects.

After leaving the State of Maryland’s Department of Health and Mental Hygiene as an Internal Auditor, Mr. Skinner started his career with the District of Columbia in 1998 as a Budget Analyst with the Office of Budget and Planning (OBP).  Following OBP , he served as the Budget Officer at the Department of Housing and Community Development. He left the District government to serve as the Washington Metropolitan Area Transit Authority Manager of Budget and Funding, and finally as the Acting Secretary to the Board of Directors.

In 2007, Mr. Skinner returned to District service as the Deputy Chief Financial Officer at the District of Columbia Public Schools (DCPS), where he oversaw the finances for the school system and the day-to- day operations of DCPS's Office of the Chief Financial Officer.  Prior to serving in his current capacity, Mr. Skinner served as the Agency Fiscal Officer at the D.C. Department of Youth Rehabilitation Services.

Mr. Skinner earned a Bachelor of Science in Accounting from Morgan State University and a Master of Public Administration with a concentration in Public Finance from American University.
