Senior Policy Analyst
Deborah Freis joined the District’s EDF division in June of 2008. Freis has represented the OCFO during the issuance of District debt for various economic development projects, including the City Market at O Street, Rhode Island Row, and the Shops at Dakota Crossing. Additionally, she assists EDF in preparing analysis and recommendations on economic development bills before the Council, including proposed tax abatements.
Freis was previously employed by Zurich Financial Services as Head of Alternative Investments. Her background also includes positions in commercial real estate services and affordable housing investment. She holds the designation of Chartered Financial Analyst and earned a Master of Public Policy from Harvard’s John F. Kennedy School of Government. She first came to the District to earn a BA from American University and has been a District resident since 2005.
