Tong Yu

FCRD Deputy Director, Financial Reporting

 Tong YuTong Yu currently serves as the Deputy Director for Financial Reporting within the Financial Control and Reporting Division (FCRD).  In that capacity, he is responsible for implementing new accounting standards, providing guidance to agencies on the proper application of accounting theories and standards, preparing the District of Columbia’s annual financial statements, and maintaining the model used to prepare the District’s Comprehensive Annual Financial Report.  Mr. Yu also oversees the maintenance of the District’s financial management systems and the functions related to systems training. 

Mr. Yu joined the District government in May 2001 as a Systems Accountant within the FCRD.  In this position, he restructured and implemented a new financial reporting model to process the increased volume of reporting data.  In addition, Mr. Yu provided technical support for the utilization of the CAFR model and guidance on applying relevant accounting standards and administrative instructions.

Before joining the District of Columbia government, Mr. Yu worked as an auditor with Bert Smith & Company, a regional independent public accounting firm, where he audited several state and local governmental entities, including the District of Columbia.  He also worked for a number of years in China in various capacities, including Department Manager with Jiangsu Tiancen Company, where he conducted project feasibility studies for the Nanjing Juan Pharmaceutical Product Company, prepared comprehensive international and national marketing research reports, and designed the company’s product cost-control strategy.  Mr. Yu also served as a Market Representative for Japan Nissho Iwai Corporation.  In that position, he performed intensive marketing research for the Tokyo Headquarters, and developed new markets for the corporation in East China.

Mr. Yu is a certified public accountant and holds a Bachelor of Science degree in Engineering from Zhejang University in Hangzhou, China.  He also holds an MBA in Finance and Accounting from Rutgers University in Newark, New Jersey.
