Operations and Development Division

The Operations and Development division provides internal and external programs and sets/enforces standards for the Government Operations and Higher Education Cluster. The main services provided under the division are:

  • Oversight of Annual Performance Evaluations

Financial Operations and Systems Division

The Government Operations and Higher Education Cluster is responsible for implementing and maintaining finance operating procedures designed to ensure rigorous stewardship of the District’s resources. We oversee the financial health of 31 agencies with budget that collectively total $2.5 Billion (approx).

The size and complexity of our Cluster requires that we have three Directors for Financial Operations and Systems:

* The enterprise nature of the University of the District of Columbia (UDC) requires a unique structure slightly dissimilar from that of the Office of the Chief Financial Officer (OCFO). UDC/OCFO has its own CFO, Controller, Director of Student Services, and a Director of Financial Operations and Systems. All of these managers, however, report to the Associate Chief Financial Officer, Mohamed A. Mohamed.

We provide the following Budget and Finance services:

  • Monthly Spending Plans
  • Financial Review Process
  • Annual Budget Development
  • Intra- District Payment Processing
  • Reconciliation of Funded Positions

Accounting Division

The Government Operations and Higher Education Cluster is responsible for implementing and maintaining finance operating procedures designed to ensure rigorous stewardship of the District’s resources. We oversee the financial health of 35 agencies.

The size and complexity of our Cluster requires that we have three Controllers, one for each agency:
