Jeffrey Barnette was appointed treasurer and deputy chief financial officer for the Office of Finance and Treasury in July 2012. As treasurer and deputy CFO, he manages the District’s treasury programs associated with its annual operating and capital budget. This includes management of the District’s banking and investment activities, check and electronic receipts and disbursements, and its debt issuance and repayment activities. The treasurer is also responsible for the oversight of the District's 401(a) and 457(b) retirement plans, 529 college savings plan, and the Unclaimed Property program.
Prior to being named treasurer, Mr. Barnette was the associate treasurer of Asset Management in OFT. Before joining OFT, Mr. Barnette was a managing director of the Registered Investment Advisory Firm, Barrier Investments LLC, from 2005-2008. Prior to working for Barrier, he was an investment portfolio manager for Capital One Financial from 1998 to 2005. Additionally, Mr. Barnette worked for the Student Loan Marketing Association (Sallie Mae), McKenna & Cuneo LLP and NADA Retirement Trust. Mr. Barnette represents the District as a member of the National Association of State Treasurers and the Government Finance Officers Association. He is also an ex-officio trustee of the DC Retirement Board. Mr. Barnette is a graduate of Radford University, with a bachelor’s degree in business administration with a concentration in finance.
