Biography
Marcy Edwards
Senior Financial Policy Advisor, Office of the Chief Financial Officer

Marcy Edwards became senior financial policy advisor to the District of Columbia’s Chief Financial Officer Natwar M. Gandhi in 2005.

 

Edwards is a former partner and executive vice president of the financial advisory firm Public Resources Advisory Group (PRAG) in New York City. While at PRAG, she advised state and local governments – including the District, Maryland and Virginia – on credit issues and assisted in the structuring of a wide variety of public finance bond offerings.

 

Prior to working for PRAG, Edwards was a vice president and manager at Moody’s Investors Service, a major credit rating agency in New York City. Before joining Moody’s, she worked for the US Senate Budget Committee, the US Office of Management and Budget and the US Department of Energy.

 

Edwards holds a bachelor's from Rollins College and a master's in public administration from the University of Southern California. She is a member of the National Federation of Municipal Analysts, the Municipal Forum of New York, the Municipal Analysts Group of New York and the Government Finance Officers Association.
