Biography
Lasana K. Mack
Deputy CFO and Treasurer, Office of Finance and Treasury

Lasana Mack was appointed treasurer and deputy chief financial officer for the Office of Finance and Treasury (OFT) in February 2006.  As treasurer and deputy CFO, he manages the District’s financial assets and liabilities associated with its annual $10 billion operating budget and $1 billion capital budget.  This includes management of the District’s cash, check and electronic receipts and disbursements, its banking and investment activities, and its debt issuance and repayment activities. 
 
Mack is a 22-year veteran of OFT.  Prior to being appointed treasurer, Mack was the associate treasurer for debt management and grants in OFT.  During his tenure with OFT he has worked extensively in the District’s cash management and debt management operations.  He began managing the District’s debt, as debt manager, shortly after the District’s bonds had been downgraded to below investment-grade, or “junk bond”, status.  In his positions in OFT since that time, Mack managed the District’s debt through the control board era and through the numerous increases in the District’s bond ratings from junk-bond status to its current A+ general obligation bond ratings and AAA income tax revenue bond rating. 
 
Mack represents the District as an active member of the National Association of State Treasurers, and is an active member of the National Association of Securities Professionals.  He has been a featured presenter/panelist at professional finance conferences around the country on various municipal finance topics.  Mack is also an ex-officio trustee of the DC Retirement Board, which manages over $3.5 billion of pension assets for District police officers, firefighters and teachers.   
 
Mack is a graduate of Howard University, with a bachelor’s degree in business administration, and he received his master of business administration (MBA) degree in finance from the University of Rochester.
