Barbara D. Jumper serves as the Chief Financial Officer for the University of the District of Columbia (UDC). With more than 25 years of public and private financial management experience, she provides UDC with demonstrated experience in leading high profile developmental projects, organizational leadership and strategic planning skills.
In her previous financial positions within the District government, Jumper served as the associate chief financial officer for the Government Operations Cluster and was the director for the Office of Finance and Resource Management. She also served as associate director of finance for the Office of Grants Management and Development, director of budget and planning for the DC Metropolitan Police Department, and executive officer to the City Administrator. Her emphasis within these positions focused on financial management, statistical and quantitative analysis, budget development, contract monitoring, cost avoidance, risk management, and the implementation of financial policies and procedures.
