Deloras Shepherd was appointed associate chief financial officer for the Human Services Cluster agencies in July 2002. Shepherd joined the District government in 1988 and served as controller with the District of Columbia General Hospital and agency CFO for the department of Human Services.

While with the Department of Human Services, Shepherd developed the current methodology that the District utilizes to estimate amounts owed to Medicaid providers as part of its year-end financial activities. In 2001, Shepherd received the Chief Financial Officer’s Award for outstanding operations.

Shepherd received a bachelor’s degree in accounting from Howard University and is a certified public accountant.
