Biography Angell Jacobs Director of Operations, Office of the Chief Financial Officer Angell Jacobs joined the Office of the Chief Financial Officer in September 2003, after spending three years with the DC Department of Motor Vehicles (DMV) as deputy and associate director. During her tenure at DMV, Jacobs was instrumental in restructuring the human resources function to improve efficiency, and she led a labor management task force that helped 340 employees transition to their new positions. She also was responsible for oversight of the Destiny project, a four-year effort to replace DMV's legacy information technology systems. Prior to DMV, Jacobs was an independent and management consultant with PricewaterhouseCoopers and a systems engineer with IBM Corp. Jacobs earned a master's degree in business administration from the Wharton School of Business at the University of Pennsylvania and a bachelor's from Yale University.
