Biography Angelique R. Hayes Associate CFO, Public Safety and Justice Cluster   Angelique R. Hayes was appointed Associate CFO for the Public Safety and Justice Cluster in October 2007.  Hayes directs the daily fiscal operations for the District’s public safety agencies. Hayes also manages the development and execution of the combined $1 billion operating and $147 million capital budgets for the 18 District agencies within the cluster.   Hayes is a 13-year veteran of the Office of the Chief Financial Officer. Prior to joining the District government, Hayes worked for the New York Shipping Association/ International Longshoreman’s Association as a field auditor, where she analyzed import and export documents on behalf of the longshoreman’s union.   Hayes is a graduate of Syracuse University with a bachelor’s degree in finance, and she received master’s degree in public administration from the George Washington University. She serves on the executive board of the Government Finance Officers’ Association of the Washington Metropolitan Area.
