Biography John Ross Senior Advisor and Director, Office of Economic Development Finance John Ross was named senior advisor and director of the Office of Economic Development Finance in the fall of 2003. This office was previously a function of the Office of Revenue Analysis. Ross and his team are involved with examining the financing of many of the major economic development projects in the District, including the proposed new baseball stadium and the convention center's headquarters hotel. Ross also advises the chief financial officer on all tax increment financing deals entered into by the District. Ross sits on the boards of the National Capital Revitalization Corporation and the Anacostia Waterfront Corporation for Chief Financial Officer Natwar M. Gandhi. Prior to joining the District, Ross worked at the US Department of Housing and Urban Development. He has a doctorate in economics from the Maxwell School at Syracuse University and has taught at VPI, Maryland and American Universities.
