Diji Omisore

Diji Omisore is the deputy controller for the Government of the District of Columbia and is the “second in command” at the Office of Financial Operations and Systems (OFOS). He ensures that the District’s general ledger is properly maintained, the city’s Comprehensive Annual Financial Report (CAFR) is issued timely and accurately each year, payrolls are processed timely and in compliance with applicable laws and regulations, and retirement-related services are efficiently provided.
 
Prior to his current position as deputy controller, Omisore served as the director for OFOS’s Financial Control and Reporting Division (FCRD) from 2008 to 2014. In that capacity, he managed the following functions: compilation of the District’s CAFR in accordance with generally accepted accounting principles (GAAP); implementation of newly issued accounting and financial reporting standards; and provision of professional advisory services to District agencies on the proper application of accounting principles. He also researches and writes position papers on the proper accounting treatment of new or unusual business events; oversees remediation of internal control deficiencies noted in the independent annual CAFR and Yellow Book audit reports; and provides accounting systems training to District employees.
 
Omisore was first employed with by the District of Columbia government as a group accountant in the OFOS in June 2001. In September 2005, he was promoted to the position of financial reporting and policy manager. In that position, he oversaw the compilation of sections of the CAFR related to capital projects expenditures, construction in progress (CIP) and capital assets; developed strategies for implementing new accounting standards; and provided guidance to agencies on technical accounting and financial reporting issues.
 
Prior to joining the District government, Omisore managed the tax, accounting, and auditing practice of Linwood Jennings and Associates, PA, a Maryland-certified public accounting firm that specializes in small- and medium-sized businesses.
 
Omisore is a certified public accountant and a chartered global management accountant. He holds a bachelor's degree in accounting from Towson University, Towson, Maryland, from which he graduated Magna Cum Laude.
